Call me old fashioned but I still do mine the hard way with Paint shop

I believe you’re referring to image maps for web sites (not graphics like
the others responded).
Here are some good Image Map Programs. Search Winfiles.com or other software
sites for them.

The one I use is CoffeeCup ImagerMapper++, the best I’ve seen so far.
It’s shareware with a 15 day use limit. But there is a way around it.
Using regedit to continue the free use.
