phone dialer?

does anyone know if i can use html to create a phone dialer program or
access am external dialer program?

    I doubt that you could create it, but you may be able to start the phone
    dialer on windows platforms  by using the common location of the program.
    I’m not entirely sure if the open/save to disk dialog comes up if you call a
    local link to  a program….
